Resident Evil Requiem took a lot of inspiration from both the classics and modern Resident Evil titles, and one of the things that they implemented from the Resident Evil 2 Remake is the inclusion of safes.
Unlocking these safes will grant you all manner of things, typically high-value items and resources you desperately need. And believe me when I say, you'll need all the resources you can get.

Resident Evil Requiem: Where to Find All Blood Crafting Vials
In Resident Evil Requiem, you have the ability to craft all kinds of things to fit your needs — so long as you find the recipes.
In Requiem, you have a total of five different safes that you can open, and if you get them all in a single playthrough, you'll earn the trophy No Safe is Safe. Since there are so few safes, it can actually be really easy to get them all on your first playthrough, especially if you aren't afraid of Resident Evil Backtracking.
While you can technically open some safes as Leon, it's better to go in with the mindset that you can only open safes as Grace, especially since the supplies in these safes are things only she is able to use. With that in mind, let's make the horror less horrifying and give ourselves a little bit of help.
These codes carry over across Casual, Standard (Modern), and Standard (Classic). Insanity has different codes entirely that need to be rediscovered.
There is a sixth safe that can be found in Rhodes Hill, but it's already been opened and won't count towards the trophy. Therefore, it won't be listed.
Also note that while this article will avoid spoilers for the story, there will be minor spoilers for some of the game's happenings.
All Rhodes Hill Safes (+Where to Find the Codes)
Bar and Lounge
The first safe that you'll likely run into is the one in the Bar and Lounge, where you can also, strangely, find Grace's actual gun. She even makes a comment on this.
As far as finding the code for this safe, that is actually not found until you're able to get into the Office behind the Kitchenette. Your main/direct pathway there is locked, so you have to take the long, roundabout route to get there.
When you get to the office, you'll find a paper with the Bar and Lounge safe code on a desk. This file will be saved into your menu, so you can immediately head over to the Bar and Lounge and open the safe, and you won't have to make a trip back if you need to reference the code again.
The code itself is: (Left) 10, (Right) 80, (Left) 30.
So, turn the dial left to ten, then right all the way to 80, and then left all the way to 30. Upon inputting the code, the safe unlocks.
Inside is a bunch of Antique Coins, which you can use at the Parlor.
Examination Room
As we've established, the code for the safes we're looking at are never in the same room, so the Examination Room safe won't have the code easily lying about.
Instead, you find the code while you're on the way to the Conference Room. Before going in, dip around the corner where a locker is collapsed over, and resting on it is the code for the Examination Room safe.
The code is: (Right) 30, (Left) 10, and (Right) 50.
Inside there are more Antique Coins that can be spent at the Parlor.
Basement Safe
You actually find the code to the Basement safe before you find the basement safe itself — when you play as Leon coming down from the attic, the first warped wooden wardrobe that you find can be opened with his hatchet, and inside is the Basement Safe Code.
It means nothing to Leon, so just have fun killing zombies.
When you're playing as Grace in the basement, however, that's when you find the safe in an unmarked area, but it's on the left side of the map, where you find a joint plug right behind a locked forklift. In this area is a little room that has a safe, where you can input the code that Leon found (he probably texted it to Grace or something).
The code is: (Left) 60, (Right) 40, and then (Left) 80.
In this one, you get some handgun ammo and a Raccoon Roundup Map for Rhodes Hill. This way, you're able to find the Mr. Raccoon Memoriam Statues in Rhodes Hill with ease.

All ARK Safes (+Where to Find the Codes)
Sterilization Chamber Safe
While trying to sneak around in the Sterilzation Chamber for the first time from a blind enemy, you're able to find a safe in the far right corner. Bookmark it, you won't find the code for a little bit.
It's not until after you've helped Leon, and when you get into the Bioweapon Repository 05 that you're able to find the code. There are cube-shaped containers all around the place, some already open, some you need to open yourself — but thankfully, the first one you see before you even step into the repository properly will have the code for the Monitor Control Room Chamber safe.
If you let the enemies in the Sterilization Chamber live, then you'll have to continue your stealth tactics. If not, then you're free to just run in and reap the rewards.
Going back, you'll be able to put in the code: (Right) 10, (Left) 90, (Right) 20.
When you open the safe, inside, you'll get a Med Injector (which replaced the First Aid Spray), a Molotov Cocktail, and some handgun ammo, which is always welcome.
Monitor Control Room Safe
After you help Leon, you'll get a key to open up the locked door at the Lab Entrance that leads into the Lobby. Also within this lobby is the Monitor Control Room, where a safe is resting right besides a crafting recipe (which would be very handy for the enemies you deal with in just a bit).
As far as the code, you don't find that until you get into the Bioweapon Repository 05, which is full of enemies, some you need to be particularly stealthy around. Ideally, you could deal with the enemies before you even get this code, so you're able to just run back to the Monitor Control Room, but worse case, you snuck in, you can sneak back out.
The code for this safe is: (Left) 50, (Right) 60, and (Left) 80.
In the safe, there's another Med Injector, an empty bottle, and a bottle of acid. When you open this safe, you should immediately be rewarded with the No Safe is Safe Trophy, as well as the emergency supplies that can tip the balance of the game in your favour.
