You thought the Arbiter of Ash was the toughest boss in Path of Exile 2? Well, think again. The Return of the Ancients patch is here, and with it comes a brand new Pinnacle Boss, The Arbiter of Divinity!
While many players didn’t bother taking on the previous fiery Arbiter due to the cost of the attempts and a pretty massive chance of death, this new Arbiter is core to the overall mapping experience, pretty much forcing players to take him on if they want to fully unlock the Atlas tree.

This was a big objective for the team over at Grinding Gear Games, who wanted newer players who hadn’t really faced many pinnacle bosses to push themselves and achieve something special. For many, defeating this new Arbiter is enough, giving them a healthy offboarding point, but for others, this first Divine kill is just the beginning.
Let’s take a look at this new Godly foe and how to take him down!
Where to Find the Arbiter of Divinity
Before you can challenge the Arbiter, you first need to unlock the Fortress by taking down a tower near the starting point of the Atlas Map. You’ll notice that the Fortress is made up of a large southern area, 2 outer wings and a central zone. The Arbiter of Divinity is located in this central zone.
Firstly, you need to take out the Arbiter of Ash to unlock the door. This requires you to work your way through the 2 outer wings to the Eastern and Western Enigma Chambers at the end. This will unlock the Arbiter of Ash and, upon completion, the final central Fortress zone.
At this point, you once more need to head to the back of the area and find the Matriarch Hall and the Patriarch Hall. These will both give you a key to take to the Origen Tower. By placing these keys in the engine below, you unlock the elevator that will take you to the top of the tower.
At the back of the Tower, you’ll find a node called the Site of the Chosen, where you can get a free passive point!
Gear and Preparation
Before we get into the actual moveset of this tricky foe, you need to be prepared. The majority of these attacks can be dodged, but chances are you’re going to be hit by quite a few of them, especially at the beginning when you’re just learning the fight.
Because of this, you should really try to max out your Resistances. The Arbiter primarily attacks with Lightning damage, so getting your resistance to 75% is pretty crucial. In addition, you should really have your 4th set of Ascendancy points, and be used to running T15 maps.
Make sure you have either a good pool of health or a nice balance of Life and Energy Shield. There aren’t a massive amount of opportunities to heal in this fight, so make sure you can tank a decent chunk of damage and ensure your flasks are up to standard.
The Arbiter moves around a ridiculous amount in this fight. So, either get yourself some abilities that track him really well, or make sure that you have a good amount of movement speed so you can constantly chase him around and dodge through his attacks.
Luckily, once you enter the fight, you have an unlimited number of attempts, so don’t worry about dying a few times just to understand the speed and mechanics of the fight. There’s no rush!
The Arbiter of Divinity Fight
Phase 1
Once you ascend the tower, a cutscene will play. Once this finishes, the Arbiter will dive at you, and the flight will begin. He has a number of standard attacks he performs between his special attacks. I’ll go over the big dangerous attacks that you need to be aware of here:

Here, the Arbiter will send out a ball of lightning that will spew projectiles in a sort of infinity symbol. |
Either stand in the centre of the projectiles, or roll through them and stay on the outside. |
|
The Arbiter will hold his spear back and then swing twice before shooting a beam of lightning from his chest. |
As soon as you see both swings, roll behind him to easily avoid the beam. |
|
He will hold out his spear first, and then spin towards you, before slamming back down, tracking your movement. |
If you stay behind him, he will have trouble tracking you. Time your rolls to avoid this. |
|
This is a big, long move. The Arbiter will throw his spear at you and then rush to grab it before spinning around and summoning a large electrical AoE beneath him. |
Try to stay away from him at all times here. The AoE on the ground deals a huge amount of damage, so as soon as you see the dark shape, stay back. |
|
The Arbiter will summon multiple copies of himself that serve to block off parts of the arena, similar to Balbala’s coins. Each has a ring of light around it indicating its individual radius. If you step inside, they will initiate a spinning slash. |
You can quickly roll through these to trigger the attack, or simply stay far away from the clones. |

This is the most flashy move in Phase 1. After a couple of short stabs, the Arbiter will toss his spear into the ground and then start flying around it, creating a long tether of electricity. On the outside of his flight range, large explosive orbs will appear. |
Stay inside the middle circle and stay close to the spear. When you see the tether, try to roll through while following the direction of his flight. The first revolution is slow, with the 2nd being quicker. |
At around 40-50% of his health being depleted, the Arbiter will move towards the back of the arena and absorb light from the pillar, restoring himself to full health, while losing his wings.
Phase 2
If you thought it was difficult to track the Arbiter in the previous fight, this phase really ramps everything up. However, you’re also given a bit of help during this fight due to the rainbow-coloured orbs that spawn around the outer edge of the arena.
These are called Divine Power, and the first time you reach this stage, you’ll be given a prompt on the screen. Collecting this orb will grant you a short window of invincibility, giving you a good chance to either get some solid hits in or to run back and restore your Life or Energy Shield. Make use of this time, as it won’t happen very often.
It’s also important to note that as soon as you begin this phase, copies of the Arbiter will constantly spawn, slowly stalking you. If they get in range of you, they will sweep their spear towards you.

The Arbiter will hold his spare up high, charging it for a second before slamming it down on the ground. There is another variation of this where he slashes a couple of times before slamming. |
This attack is really slow, so you can get a lot of damage by rolling behind him and unleashing some attacks. |

This is another attack with a couple of variations. The Arbiter can do a straight-up forward stab, or combine this with lightning-based projectiles or a horizontal slash before dashing forwards. |
You won’t have much chance to deal damage here, so try to get behind him as much as possible. |

Here, the field will become covered with a ton of little circular shadows, indicating that a lightning bolt is coming. After a short while, the bolts will rain down upon you. |
You need to quickly run away from the Arbiter and identify where the gaps in the shadows occur. Focus on finding a clear spot away from any lightning clones. |
|
When you see the boss doubled over, he will begin charging this attack. After a couple of seconds, he will unleash a huge amount of lightning projectiles from his chest. |
This is a fantastic time to get behind him and deal some damage while he’s doubled over. This attack is easy to avoid if you stay close to him while rolling into his blind spot. |
|
Here, the Arbiter will perform 3 spin-slashes in quick succession. |
I found it's better to stay close to him here. The slashes occur at the same intervals, so roll-dodging here is easy to time |

This can be seen as the Arbiter’s ultimate move, which lasts a good amount of time, giving you no chance of dealing any return damage. Clones will appear, drawing lines across the arena. They will follow these targeting lines, dashing across and hitting anything that stands in their way. The Arbiter will follow this up with a large beam of electricity down the middle. |
Whatever you do, don’t stop moving when you see this attack. Watch the lines, and strafe around the edge of the arena. If you stand in the middle, you’ll take a ton of damage. Try to get behind the Arbiter when he performs his final beam to avoid all damage. |
Whew! That was a lot of attacks, right? Depending on how much damage you deal, you might not actually see all of these moves, but it’s good to understand what can come up, so you’re not as surprised during your attempts.
Atlas Points
When you kill the Arbiter, one of the small pillars will rise around the edges of the arena. Clicking these will cause an icon to appear on the Atlas map, which will complete every single node inside 1 section of the Fortress, giving you a huge amount of Atlas points, usually around 30-40.
In order to fully complete the Fortress, you’ll need to beat the Arbiter 5 times in total. More Matriarch and Patriarch Halls can be found scattered randomly around the map after you’ve killed the Arbiter for the first time.
