The chapter We Need a Plan begins with a conversation between Yuza, Sato, Azami, and Tsukasa at the Kantekisho Ruins. In this initial part, all you need to do is normally progress through the dialogue until Sodo appears, at which point the group finally uncovers Ikoma’s true identity and decides to formulate a plan to stop the villain.

Once you transition to the area outside Kantekisho Ruins (where you overlook the mountains), you will be tasked with setting the plan to stop Ikoma – or rather, Taira no Togoshime.

The secret to success is choosing only the characters who are absolutely necessary for the plan to work, since adding more people will only cause the group to waste precious time and lead to a bad ending.

So let’s take a look at the information that is given to the player: Togoshime is basically holding Sato hostage, threatening to kill almost everyone on Kameshima island who accepted his business card with the symbol that allows him to use his Curse of Tomoshige. So you need to find a way to block Togoshime’s curse to save Sato and the entire island.

Since manually collecting the curse cards isn't a viable option at this point, you must focus exclusively on the characters that have psychic powers to trigger a paranormal solution to the problem, meaning we only need Sodo and Circe.

By analyzing their Profiles in the main menu, you will see that each character has three available skills. To succeed, you must combine their powers. On the plan selection screen, choose the following:

  • Select Circe with Shikigami: This is her ability to transform a piece of paper into a butterfly.
  • Select Sodo with Feast of Shadows: This skill amplifies Circe’s psychic power, allowing for its effect to reach practically the entire Kamashima island.

Choosing this specific combination will result in a reality in which Circe manages to transform every curse card (that is, Tomoshige's business card) into lovely butterflies, saving everyone on the island! So congratulations, you have successfully triggered the next chapter, Conclusion, which leads you toward the end of the game.
