You'll need to increase the humidity in Pokémon Pokopia early in your adventure to restore the Withered Wasteland and earn the right to explore other regions. Professor Tangrowth is a bit vague about how you should go about doing that, though. While you will need to bust out the Water Gun ability a fair bit, there are easier ways to make the wasteland moist without having to water every patch of ground.
Below, we explain how to increase humidity in Pokémon Pokopia, including fast and easy methods to help push you over the threshold.
How to increase humidity in Pokémon Pokopia

We explain them in detail in our "Yawn up a Storm" quest walkthrough, but the short version is:
- Plant flowers and tend trees for Bulbasaur
- Create a new habitat for Squirtle
- Unblock the springs for Slowpoke, if you haven't already, and place a fountain in one of them.
If you're still stuck at 71 points, double check and make sure you've finished all the requests that are part of this quest. You can check this by opening the "Requests" menu, selecting "Yawn up a Storm!" and making sure all the displayed Pokémon (except Professor Tangrowth) have a checkmark behind them. If they don't, you need to either talk to that Pokémon to accept a request or you need to talk to them to turn in a completed request. It can be easy to forget to turn in requests since there's so much to do, so make sure you're doing this.
That should be enough to push you over the "stuck at 71 points" hurdle, though you'll still have some work to do.
Bulbasaur gives you a hint during their quest: bringing trees, flowers, and shrubs back to life increases humidity. So, rather than spending a lot of time watering tiles of dry ground, you can also focus on bringing trees back to life. There are a lot of dried trees at higher elevations and around the area where you first meet Drilbur, and even more trees and shrubs north of the Pokémon Center ruins. (You can use Rock Smash to break the wall to access this area.) The nice thing about bringing trees back to life is that they also give you berries to help restore your PP, so it's a win-win situation.

After you've unblocked the springs, divert their paths and create new streams and ponds. You can do this in an aesthetically pleasing way, or you can also just flood an area to boost humidity, get Slowpoke to do their thing, and then rebuild the stream's boundaries, which automatically removes all standing water outside those boundaries. If you want to go this route, a good spot to do it is east of the Pokémon Center, near the trainer gate. There isn't much here when you first start, so Pokémon almost never (in our experience) venture out that way.
Once you make enough progress, a speech bubble appears over Slowpoke's head. They say they're tired, and then Squirtle asks you to create a "Rain Dance site." Follow Professor Tangrowth's instructions, and the region will finally be moist enough.
